On September 1, 1914, a law was passed in South Carolina, mandating the statewide recording of births. Though the registration only began by the year 1915, South Carolina was able to receive 90 per cent of compliance from its residents. For birth certificates occurring after January 1, 1915, you may find the vital documents in the Bureau of Vital Statistics under the South Carolina Department of Health and Environmental Control (DHEC).
You may request for a birth certificate by visiting their state office on 2600 Bull St., Columbia, SC 29201. You must bring photo identification, fill up an application form and pay a standard searching fee and you may opt to pay another if you want to have another copy. You will wait for 30-45 minutes. Next, you may request for certificates via writing to the above department by mail. You will have to send a completed application form, together with a photo identification and the standard -searching fee, another may be added for a rush service, which will only take 3-5 days processing. If you opt for the normal mail delivery, you may have to wait for the next 2-4 weeks. Lastly, you may avail of their online and phone service, which will take about 5-7 business days.

You can also search South Carolina birth records online through a public records database, however to do this online you will also have to pay a fee. The good news is that this money is refundable if the records are not available.
